Adding dog parks to the existing parks
There is an increasingly population of dogs in the area, and they need a place to go play. To sum it up...
Low construction costs
Low maintenance costs (volunteers and dog owners help)
Added security to neighborhood

Green Vacant Lots, Offer Grants/Planning Asst, Enforce Laws
Greening of vacant land (much of this land is privately owned)
Grants (or physical assistance and planning guidance) for beautification projects by dedicated Friends Groups / volunteer base. Offer educational material to these groups to let them know how to obtain funds and planning assistance from the City / state.
Cooperation from the City is needed to crack down on the graffiti and vandalism (investigate, make arrests, fine the parents, assign community service hours / projects to the offenders, etc.) There is no consequence to these actions and the problem therefore continues to grow.
